Bedford's DPW director told the board a gravity retaining wall makes the sidewalk constructible, said the sidewalk-warrant question was never really answered at the original hearing, and argued the loss of the loop layout makes pedestrian access even more necessary.

The TF Moran engineer clarified the sidewalk was called financially infeasible, not physically impossible, and argued the road poses no meaningful pedestrian risk given light traffic.
