Civic issues
Topics getting the most attention in Bedford public meetings, ranked by how frequently they come up.
Library annual report
The library is busier than ever: 149 adult/teen programs (up 37%) and 269 children's programs, over 10,000 monthly visits, and a refreshed donor-funded front entrance. A restroom renovation is next on the wish list for the 30-year-old building.
Trail Subcommittee
The Commission is considering picking a yearly theme for four outreach events in 2027, possibly surveying residents, and deciding whether to formalize a trail subcommittee. A cautionary tale from another town that closed trails without public input and got voted down shows why outreach matters.
Earl Legacy Park court lighting
The Council is spending developer-paid impact fees and capital reserve money to light the tennis and pickleball courts, after a $4.1 million recreation bond failed at the ballot years ago. Councilor Soule questioned whether this circumvents that failed vote; the Town Manager said voters annually authorize the reserves.
Fairy house preservation on Bedford Hollow trail
The handmade fairy houses along the Muller Park trail have been weathering away, so an Eagle Scout built 12 protective shelters for them. The commission accepted the donation and plans seasonal installation — covers on in winter, stored in spring.
Joppa Hill Loop Trail reconstruction
The badly eroded Joppa Hill Loop Trail toward Amherst will be rebuilt starting September 7, closing the trail for about two weeks, with regrading near Pulpit Rock to prevent erosion.
Regional bike and rail trail mapping
The Southern NH Planning Commission is working on mapping and communicating bike and rail trails to citizens, though Bedford itself lacks significant trails.
Preservation education session series
The commission is running four training sessions on historic preservation, with recordings posted online — a chance for residents to learn the terminology before the fall hearings.
Girl Scouts pool at Camp Kettleford
Algae blooms keep closing Sebbins Pond, so the Girl Scouts want a reliable above-ground pool at camp. Building on a Class VI road requires a planning board recommendation and a liability waiver protecting the town.
Riley Field House Insurance and Use Status
The nicely built field house across from the high school sits mostly unused as storage because nobody has secured insurance coverage on it. The town says it isn't liable — the builder and users are — and without insurance or fundraising, the building can't be finished or occupied.
Summer Sports Camp 2026
The commission was scheduled to approve the town's 2026 summer sports camp, a program that matters to working families looking for summer activities for kids.
Town Code Chapter 185 park rules update
The town's park rules got a refresh to make clear that conservation areas are parks too, and that easements can add stricter limits. Metal detecting now needs written permission, controlled burns are allowed as a habitat tool with council approval, and dog waste rules were tightened. Horse waste on trails came up as a gap that may be addressed later.
Spring 2026 field use schedule
Candidates David Gilbert and Ian Moltenbrey highlighted field shortages — Little League fields, the Legacy soccer field and the long-planned skate park. Parks & Rec has more demand than capacity if any field goes offline.
Cemetery street signs and historic district signage
The cemetery commission wants street signs inside the cemetery and asked the HDC's preference on style — the board suggested matching the historic district's sign look. Members also floated reviving the old house-plaque program.
Skate park rebuild citizen petition (Article 11)
Residents petitioned to rebuild the crumbling skate park for $800K with no tax increase, using private donations, rec CIP funds, and fund balance. It goes on the ballot automatically; the council can't amend it.
Full-time library reference librarian position
A full house of residents argued $58,749 — about a penny on the tax rate — to make the reference librarian full-time is money well spent. The council agreed 4-3 after initially cutting the position.
